Fred W. Gabbard was born on December 25, 1908 in Owsley County and died on October 3, 1981 in Booneville, Owsley County. He was the son of Wilson Gabbard and Matilda Williams. He married Dr. Mildred Burton Gabbard.
Fred was a graduate of the University of Kentucky, and a teacher and Superintendent of Owsley County Schools until his retirement in 1976.
